According the relative latest news from media, the US International Trade Commission (ITC) said the United States official government's decision in 2018 to impose tariffs on imported photovoltaic equipment include the photovoltaic panels (the solar dc wire and cable are not included, which belong to photovoltaic accessories) remains a necessary measure.
The committee said it would make a recommendation by December 8 on whether U.S. President Joe Biden should extend the tariffs. 'Import relief remains necessary to prevent or remedy serious harm to the U.S. pv industry, and there is evidence that the U.S. pv industry is actively adjusting to import competition,' the ITC said in a statement.
Industry insiders expect Biden to make a final decision before the four-year tariff plan expires in February and may not follow the ITC's recommendation.
Shares of FirstSolar inc., the largest U.S. photovoltaic panel maker, reportedly rose 3.4% on Nov. 24, while photovoltaic installer Sunrun inc. 's shares fell 4.2%.
Although U.S. photovoltaic panel production has increased slightly compared to the solar dc wire manufacture volume in recent years, China remains the world's leading photovoltaic manufacturer include the dc wire for solar panel. Most of the new pv modules in the United States rely on pv products made in Thailand, Malaysia and Vietnam and China. Trump's new round of safeguard tariffs will hamper PHOTOVOLTAIC development in the United States, and we hope President Biden sees the damage these tariffs are doing to his clean energy vision."
When Biden took office, many in the U.S. pv industry saw little chance of extending the tariffs. Some in the industry even speculated that Biden would move to remove the tariffs. But that hope was quickly dashed.
